Summary
Representatives from the Waianae Valley Homestead Community Association asked the commission to amend a general lease to extend the department's withdrawal notice period from two to three years in most cases, requested DHHL help locating utility connections and asked for coordination on park amenities.
Jan Makepa, speaking for the Waianae Valley Homestead Community Association, asked the Hawaiian Homes Commission to approve an amendment to General Lease No. 302 to revise Article II, Section 3 so that the right to withdraw the lease would be exercised only in exceptional circumstances and with not less than three years prior written notice. Makepa said the change would improve stability and encourage grant funding and long-term investment by beneficiaries and partner tenants.
Makepa also asked DHHL to help locate utility blueprints and to assist with costs or guidance for water and plumbing hookups at Aina Ike (the association’s parcel). She said removal or damage to plumbing fixtures currently prevents the property from being reconnected without flooding risk. On parks, Makepa said her association has worked with the Department of Parks and Recreation on playground and fitness-area installations for Kaupuni Park and requested that Chair Colleen Watson open communication with Parks director Laura Thielen so the association can add amenities in coordination with city teams.
DHHL staff asked Makepa to submit the association’s requested language and supporting materials; staff said the department will forward the matter to land-management and the attorney general’s office for review. No formal commission vote was taken at the March 17 meeting; commissioners signaled willingness to assist and to open lines of communication with Parks and Recreation.
What happens next: The association will send written language and documentation to the commission; DHHL staff will review the request with legal counsel and land management and follow up with the association.
