San Diego City Council voted 6–2 on Sept. 15 to approve a staff proposal, amended by council members, to introduce paid parking across Balboa Park while carving out protections for frequent local users. The council made the approval contingent on launching a resident/annual or quarterly pass program and needed placards for employees and volunteers before meters go into effect.

The motion — moved by the Council President and seconded by Councilmember Elo Rivera — endorsed a tiered system of lot pricing based on demand. Under the amended plan shown to council, resident all‑day rates would start at about $5 (after a resident portal is operational), while nonresidents would pay higher rates (staff discussed options ranging from $10 for a half‑day up to about $16 for a full day in the highest‑demand lots). Remote lots such as Inspiration Point will offer an expanded free window (moved to three hours in the revised plan) before metered rates apply. Park roads would be metered at a lower hourly rate to match adjacent neighborhoods.
