Hennepin County board approves sheriff's office joining BCA human trafficking task force despite tech concerns

The Hennepin County Board voted March 17 to allow the Hennepin County Sheriff's Office (HCSO) to join the Bureau of Criminal Apprehension's Minnesota Human Trafficking Investigators Task Force as an affiliate member.
Major Magnuson of the Hennepin County Sheriff's Office said affiliate status "allows HCSO to optimize deployment of its personnel and resources while continuing to meet and exceed the objectives of the task force," and described reimbursement for eligible overtime, wages and operational expenses. He said affiliation would give deputies access to equipment, personnel and proactive details that support victim rescue and offender apprehension.
Concerns and clarifications: Chair Irene Fernando acknowledged resident concerns about surveillance and technology and said follow-up materials addressed those questions. "There is a lot of concern from residents around surveillance, around what technology is being used," Fernando said; she also said she had received clarification from the sheriff that surveillance technology was not part of the proposed agreement.
Commissioner Connolly asked for examples of reimbursable operational expenses and timelines for BCA reimbursement; Major Magnuson explained that reimbursements cover labor and immediate response costs tied specifically to human trafficking details and that the county will track hours and submit claims for eligible expenses.
Outcome and next steps: After discussion and clarification that the agreement does not introduce new surveillance technology, the board approved the joint powers agreement. Staff will continue to track reimbursable hours and report operational expenses as required by the JPA.
