Summary
City subcommittee reviewed the circulation and connectivity chapter of the draft general plan and asked staff to coordinate with Yavapai Plan (formerly SIMPO) for up-to-date maps and clearer MPO language; members also recommended adding statutory citations for the circulation element.
The City of Prescott General Plan Review Subcommittee asked staff and the regional planning organization to provide clearer, full-size circulation exhibits and to replace legacy names with the current ‘Yavapai Plan’ during a March 11 meeting.
Mayor (speaker 1) said the draft’s small maps were “hard to read” and urged a single statutory circulation map that shows current arterials and planned future roadways. The mayor also asked staff to request updated graphics from the regional planning organization and developers: “We need a real map in the back like what it's required by statutes that shows, you know, our major arterials and future arterials,” the mayor said.
Members also asked that the draft remove outdated references to “SIMPO” and instead use the term Metropolitan Planning Organization (MPO) and the organization’s current name, Yavapai Plan (or “Y Plan”), so readers understand the entity’s federal funding role. A committee member recommended capitalizing and defining “Metropolitan Planning Organization” where the plan explains regional transportation responsibilities.
Staff signaled they will follow up with Yavapai Plan (formerly SIMPO) to obtain updated route and project maps and to verify which map should be used as the official, statutory exhibit. The subcommittee also asked that smart-traffic-light timing and recent striping improvements be noted under circulation strategies, citing local benefits from recent signal timing adjustments.
Next steps: staff will request consolidated maps and coordinate with Yavapai Plan and developers to bring a larger, readable circulation exhibit to a future meeting. The subcommittee scheduled remaining map reviews and consultant selection items for the April 8 meeting.
