During the public‑comment period several residents raised procedural and operational complaints. Joel Welch (Winterset) asked the board to comply with Iowa Code chapter 21 and to clearly announce closed‑session votes and reasons in open session. Steve Swanson (Winterset) told the board he had endured a five‑week Internet outage he attributed to county IT services and said he had been shorted in a paycheck. Other public commentators echoed concerns about IT, payroll and the tone of recent opening prayers.
