The Community Redevelopment Agency and City Commission approved an expansion of Oakland Park's Qualified Census Tract (QCT) Business Incentive Program to include a newly designated QCT (501) and any future HUD-designated QCTs within city boundaries.
Nessa Herrera, the CRA and Economic Development Director, explained that HUD updates QCT designations annually and that the change would allow properties within the newly-designated tract to apply for the existing incentive, which offers up to $20,000 in 1:1 matching grants for eligible projects. "Effective January 1, a new QCT was designated for an area that covers a portion of North Andrews Gardens," Herrera said, and the proposed expansion would preserve existing eligibility and program guidelines while adding the new area.
Commission discussion briefly covered the geographic extent of QCT 501 and whether the city had received any Treasury or HUD communications regarding other designations; staff said federal processes were still ongoing. A commissioner asked whether the map extended west to 31st Avenue; staff said the designation does reach near city limits.
The commission moved, seconded and adopted the resolution on roll-call vote with unanimous approval. Staff said the program's eligibility criteria and funding structure remain unchanged and that the CRA will continue outreach to eligible property owners and businesses.
The resolution is intended to allow commercially oriented projects in economically underperforming tracts to access the city's matching grant program and to encourage private investment in targeted areas.
