The Newport Beach City Council on Sept. 9 approved routine and substantive business across several agenda items, including the consent calendar, adoption of local ordinances, a CalPERS contract amendment and citizen appointments to the Aviation Committee.
Consent, minutes and ordinances: After public comment on minutes and several consent items, the council moved and carried the consent calendar by the members present. City staff then announced the adoption of several ordinances including Ordinance No. 2025-19 (amending municipal code sections to restrict climbing on railings and regulate diving/jumping from public property adjacent to waterways) and Ordinance No. 2025-20 (amendments related to accessory dwelling units and junior ADUs).
A public commenter, Adam Leverenz, asked that minutes better capture the substance of public testimony and raised concerns about proposed pedestrian/median rules and camera data-retention changes. Jim Mosher asked for printed public materials and said the council had changed meeting procedures; staff acknowledged the comments and said materials would be available.
CalPERS contract amendment: On second reading the council considered Ordinance No. 2025-21 authorizing an amendment to the city's CalPERS contract to eliminate a specified cost-sharing section (20516a). The council moved, seconded and recorded the motion as carrying unanimously by those present.
Aviation Committee appointments: The council implemented the newly amended Aviation Committee structure for initial appointments. Mayor Stapleton noted Mary Christine Sangalia ("MC"), the lone Newport Coast applicant on the nomination list, would be appointed subject to council confirmation; the council voted to appoint Sangalia to a two-year term. Council members then proceeded through rounds of nominations and selected citizen members (including Kurt Belcher, Michael Ratigan and John "Jack" Strandberg) to fill remaining seats; the council also assigned staggered initial terms.
Next steps and procedural notes: City staff will update council policy language on the appointment process as discussed during the meeting. The council closed the meeting with a memorial for local businessman Ted Smith and adjourned to closed session with legal and real property negotiation items listed; no closed-session report was issued when the council returned and adjourned.
