House Bill 277, sponsored in the Senate by Senator Cruz, was approved March 26 to codify the voluntary "blue envelope" pilot offered by Delaware State Police. The packet is a small envelope that holds driving documents and written guidance to help officers and drivers communicate during traffic stops when a driver may have an unseen disability such as autism, PTSD or a hearing impairment.
