TennCare rule clarifies effective date for institutional Medicaid eligibility; panel advances amendment

Amanda Petri, associate counsel with TennCare, and Dan Kilpatrick, TennCare’s rules attorney, presented a permanent rule amendment clarifying the effective date of TennCare coverage for individuals in the institutional eligibility category. The change aligns state rules with federal law and makes explicit that eligibility may begin on the first day of confinement if all technical and financial eligibility criteria are met on that date; otherwise eligibility begins on the date those criteria are met.
