Representative from Scott told the House that HB 28-48 would create the offense of "masked intimidation" for a person who, while concealing their face, intentionally harasses, intimidates or threatens another person with the intent to place that person in reasonable fear for their physical safety. The sponsor said the offense would be a class C misdemeanor for a first offense and a class B misdemeanor for a second offense.
