Planning commission recommends zoning-code update to reference 2025 comprehensive plan

The Bulverde Planning and Zoning Commission voted to recommend that the City Council amend Chapter 14 of the municipal code to update references in Article 14.03, section 14.03013(a) (PD plan development district intent) so they refer to Bulverde's 2025 comprehensive plan rather than the city's original 2005 plan.

A committee member said the change had been on the commission's target list for some time, noting, "The current code language references [the] city's original comp plan adopted back in 2005, which was replaced with a new comp plan in 2025 last year. And so we just need to adopt this amendment to remove references to the old plan." The Chair asked whether the commission should take the opportunity to discuss Planned Development District (PDD) usage and whether recent process changes introduced in 2025 had produced any PDDs under the new rules.

Staff responded that counsel had asked staff to review the PDD process and that at least one PDD had proceeded under the new procedure. After brief discussion the Chair moved to recommend the amendment to the City Council; the motion was seconded and passed by voice vote.

The commission did not take public comment on the ordinance amendment; the Chair noted no members of the public had signed up to speak. The recommendation now goes to the Bulverde City Council for consideration and formal adoption; the commission record does not show a council hearing date.
