Representative Meltzer explained that House Bill 1056 reconciles two enrolled acts from the prior session whose conflicting language caused the rule of lenity to prevent an intended increase in resisting-law-enforcement penalties from taking effect. The bill designates the matter an emergency to restore the higher penalty structure intended in 2024.
