Board approves several facilities contracts and begins facilities master plan process

Director of Facilities Mr. Nadeau presented itemized contracts: a fence installation at the maintenance yard and Gilroy Prep ($53,782, Gilroy Prep to pay half), demolition and foundation work for a restroom at the transportation yard (Guerra Construction Group, not to exceed $928,754), a walk‑in cooler at Luigi Aprea Elementary (Guerra Construction Group, not to exceed $477,653), and four marquees from Stuart Signs for elementary schools (not to exceed $33,406). The board also approved a contract with Adas Architects for a facilities master plan (not to exceed $480,558) and amended the contract service end date to December 31, 2025 to reflect a realistic timeline.
Trustees asked procurement questions about prequalified bidders, bid allowances and contingency language. Facilities staff explained the district uses a prequalification process and explained that allowances (for example, a 10% allowance) cover unforeseen conditions discovered during construction, such as buried utilities, and do not cover contractor soft costs or routine project management. Staff said one bidder for a project had not been prequalified before bids closed and therefore could not be considered a responsive bidder.
The board approved items 9a, 9b, 9c, 9e and 9f as revised. Staff said projects will proceed through standard contract execution and that some project timelines and budgets include allowances for unforeseen site conditions.
