A member moved to approve the second amended agreement and the motion received a second. During roll call the board recorded two negative votes and three affirmative votes, and the amendment carried. The transcript records the roll call with Commissioner C Johnson and Commissioner Gaines voting no and Commissioners Jay Johnson, Broderick and Chairwoman Hudson voting yes.
Agency staff said the board had previously discussed the item in detail and the amendment was being considered after extensive review. Representatives for Audubon and Harvard and their joint venture thanked the board for the exchange and acknowledged attorney Hedges’ work on the matter.
A board member summarized the prior review: “We beat this thing up pretty good yesterday,” signaling the discussion was thorough before the vote. After the vote, Audubon/Harvard representatives expressed appreciation and said they looked forward to moving ahead with the project.
The amendment will allow the parties to continue development under the revised terms; the board did not detail additional implementation dates at the meeting. Staff said they would continue to coordinate with the development team and return to the board as needed for follow‑up items.
