District presents LCAP midyear update and CUSD Forward implementation progress

The board received two information items connecting program funding and district strategy. Dr. Mary Petty presented the midyear Local Control Accountability Plan (LCAP) update, reviewing midyear outcome metrics, implementation data and expenditures tied to LCAP goals. She said the district had budgeted about $5.8 million in LCAP expenditures for 2025–26 and recorded approximately $2.6 million in expenditures as of Dec. 31, 2025, and that the LCAP is primarily aimed at unduplicated students (socioeconomically disadvantaged students, English learners and foster/homeless youth).
Petty noted that state law requires the midyear update before Feb. 28 and that unspent LCAP funds roll back into the district budget for continued use. Trustees asked clarifying questions about roll-over mechanics and targets.
Superintendent Sharon Ofek then presented a midyear implementation snapshot for CUSD Forward, the district’s five-year strategic plan. Ofek described a phasing approach — planning, launch, implementation and monitoring — and said the district is using a RACI framework (responsible, accountable, consulted, informed) to assign roles for each objective and track progress with living action-plan templates. Trustees commended the consistent alignment of agenda items with strategic objectives and discussed timing and sequencing for implementation work.
Both items were informational; trustees asked for continued reporting and for staff to return with proposed LCAP-related actions as the year progresses.
