District will monitor Douglas County’s 'Zebulon' park project; no resolution planned

General Manager Stephanie Stanley updated the Highlands Ranch Metropolitan District board on discussions with Representative Marshall and Douglas County regarding the Zebulon park project, saying critical details remain unresolved and recommending the board take no formal action at this time.
Stanley said there is insufficient information about project costs, access provisions, field counts, amenities and operational responsibilities to justify a district resolution requesting equal access. Several board members said they had received community inquiries about equal access but agreed to wait for more information and legal guidance. Commissioner Van Winkle, who attended the study session, clarified that any discounted access under consideration would apply only to the planned gym facility and not to ice time or sports fields, and he encouraged continued county–district coordination as the project develops.
The board agreed to remain engaged as Zebulon’s planning progresses and to coordinate with Douglas County on potential partnerships or access agreements.
