Kewanee council approves MICA bylaw changes and IDOT maintenance agreement; tables tax ordinance

Kewanee City Council approved two resolutions and tabled one ordinance during its Sept. 8 meeting.
The council unanimously approved Bill 25‑85, a resolution supporting amendments to the Municipal Insurance Cooperative Agency (MICA) bylaws intended to improve the cooperative’s sustainability. Councilmember Cernovich moved the resolution; Councilmember Komnick seconded.
The council also unanimously approved Bill 25‑86, authorizing an intergovernmental agreement with the Illinois Department of Transportation to perform municipal maintenance and snow removal on state routes through Kewanee. Councilmember Baker moved approval; Councilmember Komnick seconded. Councilmember Cernovich raised concern that the agreements commonly shift risk to municipalities, but the item passed 4‑0.
Separately, Bill 25‑87 — an ordinance to implement non‑home rule Municipal Retailers’ Occupation and Service Occupation Taxes — was discussed but the council voted 4‑0 to table the item, noting they wanted input from engineering firms before moving forward.
Also, the consent agenda (including payroll of $250,070.66 and bills totaling $388,042.65) was approved earlier in the meeting. Public comment was not recorded for these items.
