The Kewanee City Council voted 4‑0 on Sept. 8 to authorize use of Tax Increment Financing (TIF) revenues for sidewalk and curb improvements on the east side of the 100 block of North Lexington Ave., after first amending the resolution to remove a listed contractor and cost amounts and require solicitation of competitive bids.
City Manager Gary Bradley told the council the contractor initially listed in the resolution was already working in the area and staff had proposed "piggybacking" on that work to save time; council members questioned why a contractor and amount were already included before a bidding process. Councilmember Komnick moved to amend the resolution to strike the contractor (Ratliff Bros.) and cost figures and instead solicit bids; the amendment passed 4‑0 and the amended resolution then passed 4‑0.
The resolution authorizes TIF funds for installation of a sidewalk and curb on the east side of the 100 block of North Lexington; the council directed that the procurement process follow solicitation of bids rather than approving a specific contractor or dollar amount during the meeting.
