Committee advances bill to require state workforce programs to track post-program wage growth
Senate Bill 223, reported out of the Commerce and Technology Committee by voice vote and a 10-0 roll call, would require state agencies with workforce programs to attempt anonymous, aggregate tracking of participants'' wage growth to measure program effectiveness.

Chair Buchanan introduced Senate Bill 223 as a first step toward adding accountability to the state''s workforce-development programs by measuring whether participation leads to higher wages. The chair said Indiana currently has more than 30 workforce programs across six agencies and that program success is often reported only as participant counts; SB 223 would ask agencies to attempt anonymous, aggregate tracking of wage outcomes to measure whether programs lead to better-paying jobs.
