At 10:00 a.m. Steve Gilliland, representing 4Rivers Equipment, apologized to the commissioners, saying he feels the county "has not been serviced well in the last few years." He asked the board to consider 4Rivers in the bidding process for new equipment and offered a trial period on one of the company's machines. Gilliland left the meeting at 10:24 a.m.
