John Garcia, who said he has worked in the town streets division for nearly 19 years, walked council through past projects (town lettering, underpass murals, painted traffic cabinets) and described program rules: 20% of funds go directly to participating students and projects must be in the right-of-way or on town-owned property (or otherwise secure approvals). Garcia said the town assumes responsibility for maintenance after installation and showed examples of similar installations.
Council asked staff about logistics, parking and graffiti concerns for painted cabinets; staff said they will follow up on maintenance schedules and that the resolution authorizes the IGA. Council approved the resolution unanimously.
