Assembly ratifies two Point Higgins school construction actions, postpones rec center funding

The assembly ratified change order #1 with Copper Ridge LLC for Point Higgins Elementary vapor barrier insulation, increasing that contract to $67,400, and approved a contract award to Marble Island LLC (d/b/a Marble Construction) for the Point Higgins fuel storage tank project at about $594,734.47.

The change order vote passed 4–2; the fuel storage contract award also passed 4–2. Assemblymembers debating those items noted the district's ongoing facilities review and said investments preserve school building value even as the district considers closures or reassignments.

On the recreation center expansion, finance director Charlene Thomas outlined funding scenarios that included a $7 million bond plus a $3 million transfer from the housing fund (total $10 million) and described tradeoffs between bond size, CIP subsidy levels and annual payments. Thomas recommended postponing further action while staff tracks whether soon‑to‑be vacated school buildings (Volle Park, others) could be repurposed and to refine the financial mechanics; the assembly voted to postpone consideration to April 20.

Next steps: staff will produce bond‑payment calculations and scenario comparisons and report at the April meeting; contract administration for the Point Higgins projects will proceed subject to standard appeals and closeout processes.
