Flint responded that the radio station is provided the full agenda and that the Iowa Drainage District Association (IDDA) legal counsel had advised that drainage business be recorded separately because the Supervisors act as Drainage Trustees when conducting drainage meetings.
Flint said that keeping a clear separation between regular Board minutes and drainage minutes is appropriate for Franklin County’s situation and that, to improve public access, a link will be added to the Supervisors’ minutes page directing readers to the drainage minutes. The board recessed at about 9:15 AM for a drainage meeting and reconvened at 9:30 AM; the transcript notes drainage minutes may be obtained from the Auditor’s office or on the county website.
The board discussed the option of holding drainage meetings entirely separate from regular sessions but retained the current approach after legal counsel guidance was noted in the record. No formal vote on record-keeping changes was taken during the session.
