Clinton County adopts five-year secondary road program after resident asks about dust control

The Clinton County Board of Supervisors voted March 23 to adopt the Secondary Road Department budget and five-year construction program required by Iowa law and to submit the plan to the Iowa Department of Transportation for approval.
The adoption followed a public hearing at 9:54 a.m. during which resident Cindy Perry asked whether increased dust control promised last fall for a stretch of 180th Street remains planned and when it would be scheduled, citing continuing dust and heavy quarry truck traffic. The board adjourned the hearing on a motion by Supervisor Irwin and later passed Resolution 2026-59 by unanimous roll call.
The resolution cites Code of Iowa Sections 309.22 and 309.93 as the statutory basis for adopting the budget and program prior to the April 15 filing deadline with the Iowa DOT. County staff noted upcoming road and bridge projects during department reports but did not record a specific scheduling commitment for Ms. Perry’s dust-control request in the minutes.
The board recorded the vote yes: Irwin, George and Srp. The adopted budget and program will be submitted to the Iowa DOT for approval.
