Boulder tabled Planning Commission bylaws for revision; council hires clerk, appoints Planning Commission members

Summary
After rejecting proposed Planning Commission bylaws 2-3, the Boulder Town Council asked the commission to return with revisions addressing local-code and LUDMA public-hearing concerns. Following a closed session, the council hired Elizabeth Julian as clerk and Henry Davis as deputy clerk, and appointed Phoenix Bunke to Planning Commission Seat 4 and Jen Bach as alternate.
The Boulder Town Council declined to approve proposed Planning Commission bylaws as presented and asked the Planning Commission to return with revisions that address local-code compliance and Land Use Development and Management Act (LUDMA) public-hearing requirements.
During the discussion Councilmember John Veranth stressed concerns about "mission creep" and urged focused, time-bound ordinance work for commercial zoning. After the initial motion to approve bylaws with changes failed on a voice vote (2-3), Veranth successfully moved to request that the Planning Commission bring back revised bylaws addressing adherence to local code and LUDMA-required public hearings; that motion passed 4-1.
Separately the council approved issuing a Request for Proposals for town attorney services to replace the expired contract (June 30, 2025), with emphasis on broader local-government expertise beyond land-use law, and discussed budget implications for 2027.
The council entered a closed session to discuss character and competence of individuals and subsequently returned to take personnel actions: they approved hiring Elizabeth Julian as clerk and Henry Davis as deputy clerk (each to serve a six-month probationary period with three-month check-ins). Mayor Cheryl Cox moved to appoint Phoenix Bunke to Planning Commission Seat 4 (term expiring Dec. 31, 2026), which was approved unanimously. The council also appointed Jen Bach as Planning Commission alternate (approved 3-2).
