At the meeting the commission processed multiple public hearings and voted favorably on a series of staff‑recommended items while setting conditions tied to engineering and utility connections.
Cole Avenue (Well House 10): Staff described a 20x30‑foot meter station within the existing well site at 700 Cole Avenue; staff clarified there will be no above‑ground storage tank and noted fencing, landscaping and final engineering review. Resident Jennifer Cupina asked about visibility, building appearance, the 8‑foot climb‑resistant wrought‑iron fence and lighting; staff and the utility supervisor said they would look at directional lighting and meet applicable lighting standards. The commission voted to accept findings of fact and recommend approval of the special use and then approved the final plan unit development subject to final engineering.
Tuscany Trail (Well House 11): A similar presentation described a 20x38‑foot meter station at 6701 Tuscany Trail as part of the Lake Michigan water transfer points. With no public comment the commission closed the hearing and recommended approval of the major PUD amendment and special use subject to final engineering approval.
Terminator Fitness (special use): Brian Nader presented a plan for an education‑focused group training facility at 174 South Harrison Street; staff recommended approval conditioned on annexation and full connection to Fox Metro Water Reclamation District prior to opening. The commission recommended approval.
Real Life Church (special use for place of worship): Crossroads Restoration Church (doing business as Real Life Church) requested a special use permit at 254 South Madison Street with off‑site parking at 27 East Benton Street; staff required the parking lot be restriped to provide a minimum of 23 spaces and wheel stops. The commission recommended approval subject to those conditions.
Hummel Trails Neighborhood 11 (PUD amendment): The petitioner requested an amendment to convert a strip of frontage to single‑family (10 lots) and to adjust the townhome count (172 townhomes plus 10 single family = 182 units). Staff and the developer discussed street widths, parking and emergency access; the commission voted to approve the concept plan amendment and preliminary/final PUD and plat.
Votes at a glance: The commission recorded roll‑call votes for each item and accepted staff‑recommended conditions; those recommendations and the public record will be forwarded to the Village Board as part of the standard review process.
Next steps: Final engineering, utility connections (where required), and annexation agreements remain as conditions before building permits or occupancy can proceed.
