Lincoln County Planning Commission recommends 2026 Comprehensive Plan

The Planning Commission voted unanimously Feb. 10, 2026 to adopt a resolution recommending the county’s 2026 Comprehensive Plan, after a public hearing that included concerns about easements for renewable energy projects and support from local landowners.
The Lincoln County Planning Commission on Feb. 10, 2026 adopted Resolution AM26-001 "A," recommending approval of the county’s 2026 Comprehensive Plan.
Chair Brent Roggow opened the public hearing and County Planner Judy Clark said consultant Keith Marvin was present to assist with questions. After brief public comment the commission voted 7–0 (Roggow, Edwards, Davies, Pederson, Friesen, Merritt, Boden in favor; Eickhoff, Moorhead, Miller and Flaming absent) to recommend adoption.
During public comment Tory Copeland of Sutherland urged the commission to require solar and wind developers to secure access easements to existing power lines before submitting applications, saying he would "hate to see eminent domain used to get access across other people’s property." Judy Clark clarified that the hearing addressed the Comprehensive Plan itself, not the zoning regulations. Peggy Pape, a partner in Prairie Creek Ranch Partnership, said a wind farm on partnership land would help with taxes and noted existing transmission towers on their property.
The commission’s vote was procedural: the resolution recommends the plan and records public input for the county’s regulatory process. The Planning Commission’s action is recorded as Resolution AM26-001 "A."
