The superintendent of Fremont County School District 38 asked the countys boundary board for a preliminary green light to prepare and submit a unification proposal to the State Board of Education.
He said District 38 is currently a K-8 district and that transforming to a unified K-12 district would align the district with state funding formulas and give students access to vocational (CTE) programs, expanded gym and athletic facilities and more stable representation on school boards. The superintendent estimated District 38 currently enrolls about 420 students and suggested adding a high-school tier could increase enrollment by roughly 100 students.
County legal staff and the treasurer answered technical questions: unification would not change the overall tax valuation or county mill levy structure but would change which district receives portions of tax revenue, and the district could gain additional impact-aid and state funding for grades 9-12. Commissioners requested the superintendent follow the statutory process through the State Department of Education and return to the boundary board with a formal proposal for a public hearing; county staff said they will verify impact-aid and tax allocation effects and advise on required hearings.
