Planning commission recommends master plan annual report but rejects state request to exit downtown map

The Carson City Planning Commission voted to forward the city’s annual master plan report to the Board of Supervisors while excluding a late request from the State Public Works to remove state-owned parcels from the downtown character map.

Staff said the annual report is intended to update the Board on master plan implementation and to identify mapping corrections and text amendments for the coming year. Planning staff recommended changing one Lompa drainage parcel’s designation from medium-density residential to open space, removing references that tie transportation improvements to unit counts in the Lompa North specific plan, and editing the downtown character-area text to align with NRS 278.580 regarding state compliance with local zoning.

Commissioners expressed strong reservations about the state’s late memo asking to be removed from downtown policies. “When we met in November, I think it was very clear that we like the master plan that we had, and we’re pretty inflexible about that,” said the commissioner who led the motion to exclude the state request. Commissioners said the timing felt like an "end run" around a year-long public process that emphasized preserving Carson City’s small-town downtown character.

The state’s Public Works administrator, Wilfred Lewis, told the commission the department did not engage earlier with the commission and apologized for the timing. Lewis said the state needs to address security and operational requirements for its facilities and requested a temporary removal from the downtown character map so the state and city could work out a compatible approach. “We want an opportunity to work with you,” Lewis said, adding the state hopes to develop a plan by February.

Local business leader Doreen Mack spoke in favor of the commission’s preservation stance and thanked commissioners for protecting downtown character. Staff emphasized that a commission recommendation only forwards issues to the Board for a public hearing and does not itself amend the master plan. Staff also said it will note late materials in the transmittal packet so the Board sees the same materials the commission reviewed.

The commission’s motion recommended acceptance of the annual master plan report as presented, asked that the action matrix be reviewed at a future meeting (rather than approved tonight), and explicitly excluded the state’s request to remove the State Office Complex from the downtown character map. The commission’s recommendation will go to the Board of Supervisors, which may choose to act differently after its own review and public hearing.
