Staff explained the changes are intended as housekeeping to reduce the number of Board of Adjustment variance requests for common corner‑lot situations.
Residents voiced mixed views: some said allowing sheds closer to the street could create visual impacts for neighbors, while others argued corner‑lot homeowners are effectively penalized by the current rules and could benefit from clarified allowances. Diane Douglas, a resident who said she lives on a corner lot, told the board a well‑built shed could improve property appearance and provide needed storage for gardening supplies. Board members and staff emphasized that any permanent accessory structure would still require a permit, engineering review for wind/uplift, and compliance with setback and inspection rules.
To address visual and privacy concerns, the board recommended the changes with additional required screening (landscape or buffer) consistent with existing code sections. The motion to approve the recommendation with added screening was made, seconded and carried by recorded 'Aye' votes.
Next steps: staff will forward the board’s recommendation and the draft code language to city council. The recommendation includes language to permit accessory structures closer to the secondary street while preserving permit and engineering requirements and adding screening where appropriate.
