The Irvine City Council on Jan. 27 introduced an ordinance revising city rules for bicycles and electric mobility devices, moving to expand local enforcement powers while retaining state law preemptions. The motion — which included an amendment to set the recommended speed on bike lanes and trails to 20 miles per hour instead of the 15 recommended by staff — passed 6–1, with Councilmember Carol voting no.
