Summary
Staff reported Kwik Trip's permit work, a comprehensive-plan update timeline, a DNR 50/50 grant application for Casey Lake Park rink, seven proposals received for the city's solid-waste RFP, and ongoing contract work with MetroNet for fiber attachments and permits.
City staff gave a multi-item update covering permits, planning, grants and procurement. A staff member reported that Kwik Trip received approval to add a second car wash and that the comprehensive plan will need an update for the Met Council within about 2–2.5 years; staff expect to return to the EDA for comment on the economic-development chapter.
On parks grants, staff said the city submitted a preliminary DNR grant application for rebuilding the Casey Lake Park hockey rink as a 50/50 match; if funded the plan is to finalize construction plans in 2026 and complete construction in 2027, with the rink rebuilt on a concrete base for year-round and multiuse recreation.
For the city's solid-waste and recycling contract (expires Sept. 1), staff reported seven proposals were received and that a staff/consultant review team will interview finalists and may pursue alternatives such as reservation pickups or expanded bulky-item service. "We received 7 proposals, which is good," the staff member said.
Staff also said the city is finalizing permits and attachments with a fiber provider (MetroNet) as it works on right-of-way and attachment agreements; further details will be provided as contracts are completed.
No action was required at the meeting; staff will return with more information to council or EDA as procurement and grant processes advance.
