The Kiwanis Regional Trail Authority on [date not specified] approved routine financial items, voted to change its meeting schedule to quarterly and asked staff to prepare a formal application and website guidance for organized events on the trail.
Mayor Steele led the meeting and opened a roll call before the board moved to add discussion of 5K races to the agenda. The authority approved the amended agenda and later approved minutes from its Feb. 10 meeting.
Treasurer (identified in the meeting transcript as the member presenting the financial report) told the board the authority had “cash of $218,310.42” and accounts receivable of $12,500; year-to-date net revenues and expenditures through Feb. 28, 2026, were reported as $78,214.90. The board voted to accept the March and April financial reports.
The board authorized payment of an invoice shown in the packet from the City of Adrian for $3,003.74 and approved a separate invoice referenced at $1,250 for lighting or generator work tied to trail lighting repairs. Mayor Steele introduced the packet items and the motions to pay; members approved both motions by roll call.
On event permitting, staff asked for direction about the authority’s role when nonprofits and for-profit groups request to stage races on the trail, describing potential disruptions and the need for coordination with maintenance and emergency planning. The board asked staff to develop a template application that would collect details such as start and end points, crossing times and post-event plans so that the authority can be aware of scheduled activity and help with safety planning.
Board members and staff also noted web accessibility obligations for jurisdictions with populations under 50,000 and said that event postings, signage and related social media need to meet WCAG-style requirements. S6 (staff) said jurisdictions under 50,000 must comply by April 2027 and explained that signs and social posts should include clear descriptions and appropriate color contrast.
A public commenter who identified themself as a co‑founder of the Runaway Endurance Club told the authority the group had previously approached the organization and the city for permission and described confusion about who must authorize events. The commenter said the club finished the year about $450 in the black and that it is not hosting events to make money: “We're not putting out events to make money. We're putting out events as a community service,” the commenter said, and urged clearer rules so organizers are not left “pointing” between city and authority staff.
The board discussed state grants and capital needs for the trail; staff said a state representative submitted a request for about $22,000,000 to support trail rehabilitation if the request is approved. Board members asked whether partial funding requests could be considered if the full amount is not awarded.
Before adjourning, the board voted to change its regular schedule from monthly to quarterly and agreed on the second Tuesday of July as the next meeting date under the new cadence. The meeting closed after the adjournment motion carried by roll call.
Votes at a glance • Agenda amended to add 5K discussion — motion moved by Mayor Steele; second recorded; approved by roll call. • Minutes (Feb. 10) — approved by roll call. • Financial reports (March and April) — approved by roll call. • Invoice payment to City of Adrian ($3,003.74) — authorized by roll call. • Lighting/generator invoice (amount referenced $1,250) — authorized by roll call. • Change meeting frequency to quarterly (next regular meeting second Tuesday in July) — motion approved by roll call.
What happens next The board directed staff to draft a standard events application and to post guidance on the authority website clarifying where the authority’s permitting ends and municipal responsibilities begin, and to provide clear notice procedures so event organizers and public safety partners can plan. The authority also asked staff to obtain bids to update the website and to return with a proposal for the new event-permitting form.
