Tecumseh holds CDBG public hearing, approves downtown façade program and authorizes application

At a Sept. 2 meeting the Tecumseh City Council held a public hearing on a Community Development Block Grant (CDBG) application for commercial façade rehabilitation, approved program guidelines for downtown grants, appointed the Economic Development Board as the administering committee and authorized the mayor to sign the application. A public hearing and a series of related votes on downtown revitalization measures were the principal business at the Sept. 2 Tecumseh City Council meeting.
SENDD representative Brittany McCullough reiterated the terms of an application to the Nebraska Department of Economic Development for a Community Development Block Grant (CDBG) intended to fund commercial façade rehabilitation in Tecumseh. The council opened the hearing at 5:02 p.m. and closed it at 5:04 p.m.
Following the hearing, the council unanimously approved CDBG Downtown Revitalization (DTR) program guidelines intended to govern how façade-rehabilitation grants will be awarded and administered. Councilmember Tyler Speckmann moved to adopt the guidelines and Travis Goracke seconded the motion; the vote was 5–0, with Alicia Brommer recorded as absent.
The council also approved a resolution authorizing Mayor Jesse Grof to sign the city's CDBG application for downtown commercial rehabilitation. The vote on that resolution was unanimous (motion by Lorie Topp; second by Lance Beethe). The Economic Development Board was appointed to serve as the CDBG DTR committee to administer the program (motion by Brian Britt; second by Lorie Topp). The minutes show all votes on these items as 5–0 with one member absent.
Councilmembers also noted that adoption of the updated 2025 Downtown Blight and Substandard Study was tabled until the Planning Commission completes its review; the minutes record the study as not approved at this meeting.
The actions leave Tecumseh authorized to pursue state CDBG funds and set a local committee to manage the program; specific grant awards and applicant selection criteria will be governed by the adopted guidelines and any future Planning Commission recommendations.
