Commissioners discussed operation consistency with surrounding uses and regulatory oversight and determined a Conditional Use Permit was not necessary. Tyler Jeffs moved to approve a business license for NCLF with a second from Bart Cox; the vote was unanimous.
Melissa Jensen outlined plans for a single-room birthing center proposed on county property north of Cleveland. Jensen identified herself as a certified nurse midwife and described one birthing suite and one prenatal care room. She said that under Utah Code R432-550 a state facility license is not required for a single-room birth center; she is coordinating with the health department on oversight and will maintain emergency/evacuation plans and medical liability insurance. Commissioners emphasized ensuring regulatory compliance and adequate liability coverage. Tyler Jeffs moved to approve a business license for Gentle Birth, PLLC with a second from Bart Cox; the motion passed unanimously.
Both approved business licenses will move to the Emery County Commission for final approval.
