Planning board backs streamlined process for ‘vacation of public ways’ code change

City planning staff presented a draft amendment to Division 3 of the Satellite Beach city code to streamline the process for vacating public streets, alleys, canals, easements and other nonfee interests when the change is limited and low-impact.
Planner Carl said the revised language would allow narrow, non-movable encroachments to go straight to City Council rather than requiring an additional Planning & Advisory Board hearing, substantially reducing applicant cost and staff time. “What we propose to do is to add section 2 to the code, leaving the existing vacation of easement process in place but creating a simpler pathway for limited cases,” Carl said.
Board members asked whether utilities and affected parties would still be notified; staff replied that the same outreach and utility coordination would remain in place and that the change only shortens the administrative pathway. A motion to recommend approval of the draft Division 3 amendment was made and seconded; the board recorded its approval and the chair announced, “Motion passes.”
The recommendation will be forwarded to City Council for final adoption as an ordinance.
