North Logan council approves rezoning, procurement changes, RDA addendum and animal-control updates

The North Logan City Council on March 18 voted unanimously to approve a package of land-use and administrative measures, including a city-initiated rezoning of 26 full parcels and one partial parcel from Commercial General to Main Street Commercial Gateway.
Scott Perkes presented the rezoning as a step to align zoning with the General Plan, encourage improved aesthetics and design standards, limit high-intensity uses such as warehousing and auto services, and address infill growth constraints. Councilmember Emily Schmidt moved to approve the rezone; Mark Hancey seconded and the motion passed with Buzzy Mullahkhel, Emily Schmidt, Kenny Reese, Mark Hancey, and Larry Hepworth recorded as voting in favor.
Council also approved an ordinance updating procurement procedures to add federal procurement compliance language and to raise the capitalization threshold from $3,000 to $5,000 to account for inflation. During discussion the council clarified that the term “upper management” in the ordinance should be defined to include the mayor, the city administrator, or the city recorder. Emily Schmidt moved approval with that clarification; Buzzy Mullahkhel seconded and the motion passed unanimously.
The council authorized negotiation and signature of an addendum to an interlocal agreement for payment of tax increment revenues to resolve a perceived discrepancy over whether a former RDA term was 11 years or 12 years; staff said payments had been received based on a 12-year assumption. Mark Hancey moved to grant authority to negotiate and sign the final addendum; Larry Hepworth seconded and the motion passed unanimously.
Finally, the council adopted amendments to the Animal Control Code. The changes explicitly prohibit roosters, reduce the allowable number of chickens, require proper containment (coop/run), and clarify nuisance standards. Council added a cross-reference to the city’s noise control ordinance for after-hours enforcement. The motion to adopt the ordinance was made by Buzzy Mullahkhel and seconded by Kenny Reese; it passed unanimously.
