Planning Director Michelle Rambo asked the commission to recommend city council approval of Bill 361 (CA25001), a redlined cleanup to the development code intended to clarify voting requirements for master-plan amendments. Rambo said the change was prompted by questions raised during the Southwest Area Plan process and that the final paragraph now explicitly states a master-plan amendment cannot go to city council unless it receives a supermajority from the planning commission, aligning with NRS 278.210.
