County Administrator Byron Waid presented the new Access Control Policy (AP 108), which the commission approved unanimously after a motion by Commissioner Jerry Tingle and second by Commissioner Stan Acker. County Engineer Scott Anders described an amended Alabama Department of Environmental Management (ADEM) American Rescue Plan Act (ARPA) stormwater grant application that revised project locations but kept the overall project map and budget intact; the commission approved the amended application, which was described as not to exceed $150,000.
The commission also approved several land-use and nuisance-related measures. Resolutions adopting preliminary plats for Skelton’s Addition to Pate Road and the Waldrop Subdivision were adopted. The body authorized County Attorney Robert Spence to begin condemnation proceedings for a property on Mill Creek Lane and adopted a separate resolution authorizing demolition and cleanup of a Reed Creek Lane property determined to be a public nuisance. The commission removed one parcel from the public-nuisance list, fixed the demolition cost and directed a lien be filed for another property; the lien amount was recorded as $2,681.60.
Board members approved a series of community development funding requests totaling $24,825: $5,000 to Carrolls Creek Volunteer Department for a tanker truck; $10,000 to Buhl, Elrod, Holman Water Authority for water tank maintenance and painting; $6,500 to Holt High School for football equipment; $1,075 to the Community Services Program of West Alabama for a community outreach event; $1,200 to Brookwood High School for an Ag class year-end event; and $1,050 to the Holt High School Carpenter Program for building materials. Assistant football coach Jalen Gardner expressed appreciation for the Holt funding and the commission noted the program raised an additional $6,500 in contributions.
Several items were tabled for further clarification, including a request to move an agenda item on executive-session board appointments to May, a District IV request for Tuscaloosa Housing Authority funding, and a $10,000 request for the Echols Softball program. A motion to approve a marquee sign for Braughton Park failed for lack of a second.
