Highway Superintendent Lance Harter presented updated cost comparisons and performance differences between two options: a triple 7-foot culvert-pipe design estimated at $120,000–$160,000 and a twin 12'x6'x40' concrete box culvert estimated at $160,000–$215,000. Harter told the board that recent declines in concrete and rebar prices have made the box culvert a more competitive choice and that the box option would provide greater flow capacity and a longer lifespan.
Harter recommended soliciting contractor bids for both options and evaluating them side-by-side because contractor pricing can be competitive and variable. The board discussed project cost, lifespan, drainage capacity, potential county-performed work and project timing before Commissioner Joe Leslie moved to amend the engineering agreement; Commissioner Dennis Wadsworth seconded and the motion passed on a roll-call vote with all present voting yes.
The amendment authorizes the county’s engineering consultant to complete the evaluation and prepare bid documents for the board to consider. The board did not set a construction timeline at the meeting; further scheduling and contractor selection will follow the engineering evaluation and the formal bidding process.
