Summary
Port Orchard approved a contract with Granicus to activate SmartGov permitting features, with a one-time cost of $29,383.56 and expected ongoing annual fees of about $4,066.84 in addition to existing subscription costs; council approved the contract by voice vote.
The council approved a contract with Granicus to upgrade the city’s SmartGov permitting system, authorizing activation of additional features, employee training, project management support, and software connectors to Bluebeam and Laserfiche. Staff said the one-time cost in the proposal is $29,383.56; annual subscription increases tied to the new features were estimated at $4,066.84 and will be added to the city’s existing SmartGov subscription (stated as $25,916.10 annually). Staff said these changes will allow the city to launch an online permitting portal and eliminate a separate Camino application portal that currently costs roughly $15,000 per year.
Councilmember Deener moved to approve the contract and the motion was seconded; council members who use SmartGov during permitting work supported the investment as an efficient way to reduce bottlenecks and improve plan review through Bluebeam integration. Staff noted annual subscription costs are prorated for the remainder of 2026 and may increase in future years per vendor terms. The council approved the contract by voice vote.
