A proposal to tighten the city's rules for digital participation by council members failed for lack of a sustained second after extended debate. Councilman Hannon moved to direct the city attorney to revise rules to require camera-on, stationary appearances and mayor pre-approval for remote participation (with exceptions for illness and family emergencies); Councilman Lau seconded initially but the second was withdrawn and no second remained, so the motion died.
