Senior planner Scott Bridal presented the petition request and explained the public‑health and infrastructure issues underlying the annexation: aging private septic systems and a failing private well system in the Flores Acres neighborhood. Bridal said grant funding from state agencies (Ecology, Health, Commerce) has been secured for planned infrastructure improvements but that remaining costs will be borne by residents through a local improvement district if annexed. The proposed improvements include replacing private wells and installing a community septic system connected to city utilities.
Councilor (mover) moved to authorize circulation of the 60% petition; the motion (read into the record) directed staff to accept the geographic boundaries identified in figure 1 of the staff report, to assume appropriate land‑use and zoning designations upon annexation, and to confirm properties will assume their proportionate share of existing city bonded indebtedness. The motion was seconded, the clerk called roll, and the motion passed 6–0.
Mayor Rachel Anderson thanked staff and proponents for moving the item forward. Staff noted this is the city’s first annexation of its kind in roughly two decades and that next steps follow state statute for the 60% petition method.
