Carla, speaking in the director's report, told the commission that staff has received a shoreline conditional-use permit that will require final review and approval by the Washington State Department of Ecology and that commissioners should expect to see the project later this year.
She also briefed commissioners on an impending annexation and Utility Local Improvement District (ULID) for the Flores Acres neighborhood. Carla said the neighborhood has failing septic systems and that a suite of grants and loans covers much of the cost to connect to city water and sewer, but "there is a bit of just a bit left that the homeowners have to pay, and they're gonna pay, through the utility local improvement district." She explained that annexation goes to City Council while the ULID is processed by the Planning Commission before the package proceeds to the County Boundary Review Board.
Carla said Public Works will prepare the staff report for the commission so members understand their role in the ULID process and what the remaining homeowner assessments will cover. The commission did not take action at the meeting; staff said the items will be scheduled for future agendas with supporting materials from Public Works.
