Douglas County approves multiple rural fire-district annexations

Planning staff introduced the first petition for annexation into the Elkton Rural Fire District for property at 12768 State Highway 38 (parcel R38951). Joshua Shaklee of the Douglas County Planning Department said the site is about 228.43 acres, zoned FG (Forest Grazing), and that “staff finds the annexation in compliance with the County Comprehensive Plan and Statewide Planning Goals.” The board signed an Order incorporating the territory into the Elkton Rural Fire District; the record shows no objections were filed.
The board also approved an owner-initiated annexation to the Myrtle Creek Rural Fire District for a parcel listed as R55881 (chief petitioners Virgil and Annable Vos), described in the record as roughly 34.72 acres in TR (Timberland Resource) zoning. A second Myrtle Creek annexation for parcel R31265 (Knotty Cedar Trust), approximately 4.28 acres, was likewise presented as compliant with ORS requirements and approved with no objections on the record.
Separately, the board approved an annexation into the Oakland Rural Fire District for a parcel shown in the record from Partition Plat No. 2005-27 (chief petitioner Baxter), described in staff materials as about 163.22 acres zoned F3-EFU (Cropland). The Order incorporating the territory into the Oakland Rural Fire District was entered and dated April 8, 2026.
All four petitions were presented as having been signed and acknowledged by the property owners involved and as meeting the statutory criteria cited in the staff reports. The orders show the board’s determinations that the annexations meet the requirements of ORS chapters cited in staff materials; no formal objections were recorded during the hearing.
The orders for each annexation were entered on April 8, 2026; next steps are administrative recording of the orders and updating district service boundaries and tax rolls as required by law.
