Perry County approves draw request for Upper Second Creek sewer project

Perry County Fiscal Court voted to approve a draw request to cover Phase 1 of the Upper Second Creek sanitary sewer extension, a county official said.
Angie, a county staff member who presented the update, said the phase will extend public sewer service from the railroad crossing to Edgewood Court and "provide reliable sewer service to 58 homes." She said construction is "approximately 85% complete" and that full operation is expected by the end of the calendar year.
The chair read the Phase 1 draw total as $107,789.87 and listed the funding sources as the Kentucky Infrastructure Authority, the Appalachian Regional Commission and a Community Development Block Grant. Chair emphasized the need to account for grant funds precisely and thanked the county grant team for their work.
The motion to approve the draw was made by Combs and seconded by Church; members present answered "aye" and the motion carried.
The county said the work is part of a multi‑phase recovery plan tied to federal, state and local partners that aims to rebuild infrastructure for neighborhoods affected by the 2022 flood disaster. Full operation of Phase 1 is the next milestone the court expects to confirm this year.
