Planning commission recommends amendment to allow limited golf-cart sales and one outside display

The Spanish Fort Planning Commission voted to recommend that the City Council adopt an amendment to Ordinance 51-96 that would permit enclosed golf-cart sales and allow a single golf cart to be displayed outside a business under specified conditions.

Casey, speaking for staff, presented the final draft of the amendment and described its key provisions: it would add golf-cart sales as a permitted use, allow an outside display of no more than one golf cart located and situated so as not to impede vehicular or pedestrian traffic, prohibit signage or advertising on the displayed cart, and require that any display comply with applicable ADA standards and other laws. Casey said the amendment would permit the use in B-3 zones with planning commission approval and allow it by right in B-4 zones. "This is the final draft of the ordinance amendment to amend ordinance number 51-96, the zoning ordinances of the city of Spanish Fort, Alabama," Casey said.

Mayor Bass moved that the commission recommend approval of the regulation review (agenda item 260403) as written; the motion was seconded and passed on a roll-call vote. The clerk recorded affirmative votes from Gant, Lemoine, Vaughn, Lindsey and Mayor Bass. The commission will forward its recommendation to the City Council for final action.

The amendment as described would allow one outside golf-cart display per property, subject to location and ADA considerations, and prohibits signage on the displayed cart. No members of the public spoke during the hearing.

The commission’s action is a recommendation only; final adoption would require City Council approval.
