County staff recommend refunding $2,000 access-permit deposit after mail irregularity

Columbia County public-works staff asked the Board of County Commissioners to authorize returning a $2,000 access-permit deposit after what staff described as an irregularity in how the county’s courtesy expiration notice was delivered.
“Once they complete that work, then that deposit is returned,” said Mike Russell, director of public works (first referenced by the board), who described the deposit option under Ordinance 2006‑4 as a mechanism to ensure completion of access work connecting private driveways to the public road system. Staff said the deposit is forfeited only if required work is not finished within the permit’s timeline.
Staff told commissioners that the applicant’s permit had expired and that courtesy expiration notices were sent to the address on file; in this case, staff said, the notice may not have been received because of an address irregularity. Public-works staff said the applicant has applied for a new access permit and intends to complete the work once log‑truck traffic and other obstructions are cleared from the site.
Public-works staff recommended returning the deposit because of the irregularity and because the department had no objection to refunding the funds; staff indicated they will prepare the refund for placement on a future consent agenda.
The board did not take separate final action on the refund at the meeting; staff said they would place the refund on a future consent agenda and process it according to county procedures.
