Community Development Director John Shaw said the parcel is zoned C-4 (Village Commercial) and the plan calls for cosmetic spa offices with remaining space for lease. Applicant Nikki Neal described the project and acknowledged she agreed with staff comments about deficiencies. Councilperson Boka moved to approve the site plan subject to addressing the deficiencies; the motion passed unanimously.
The council did not provide detailed conditions in the meeting minutes beyond the staff-identified items; the applicant indicated willingness to address deficiencies before final permits issue.
