The Altoona City Council voted unanimously Aug. 5 to reject all bids for the Sam Wise Sports Complex Field Renovation Phase 4 project after the city’s consultant, Confluence, recommended rejecting the submissions.
City Administrator Randy Pierce said the meeting continued a public hearing from July to allow the consultant to complete its review. After Confluence recommended rejection, the council opened the hearing at 6:37 p.m.; no one spoke, and the hearing closed at 6:38 p.m. Councilperson Boka moved to reject all bids; the motion passed on a 5-0 roll call vote.
The rejection pauses the procurement for Phase 4 and leaves the city and its consultant to determine next steps, including whether to re-scope the work, rebid, or pursue alternative procurement options. Pierce presented Confluence’s written recommendation to the council packet; the consultant’s specific bid deficiencies were not read into the public record at the meeting.
